I dont know if Handbrake can convert ProRes. Premiere Elements will not work with that. What I've found is that H.265 is still widely unsupported. The file is in a 'professional' propriatary Apple format called ProRes or '422 HQ'. I usually proxy to a QuickTime format or something like that. What I've been finding is that H.265 is nigh impossible to edit on basically any computer, even ones with Intel's QuickSync hardware decoder. No idea about rec 2020 or HDR, id assume you'd have to master properly in HDR for that to work.
